FRANKFORT — In election-year sessions, the candidate filing deadline typically marks the date when more controversial or partisan legislation as incumbents look to avoid political challengers. FRANKFORT – Regina Stivers, wife of Kentucky State Senate president Robert Stivers, R-Manchester, has accepted a cabinet position with Gov. Matt Bevin’s administration. Regina Stivers will serve as as deputy secretary of the state Tourism, Arts and Heritage Cabinet. Regina Stivers previously served in the administration of former Gov. Ernie Fletcher, as well as a member of former U.S. Senator Jim Bunning’s staff. House bill would extend time in which newborn infants could be dropped off at "safe haven" sites

FRANKFORT – A bill which would increase the amount of time that a newborn infant could be dropped off at a hospital or police station with no questions asked is being considered by the House Standing Committee on Health and Welfare. House Bill 97, sponsored by Rep. Tom Burch, D-Louisville, would increase the age limit in the definition of a newborn infant from three to 30 days for the purposes of The Safe Infants Act. For months, community activists waged a heated campaign against a plan backed by Mayor Greg Fischer to build a methane gas plant in Louisville’s California neighborhood. But after months of community pushback, Indiana-based STAR BioEnergy on Thursday withdrew a proposal to construct a methane gas plant that uses anaerobic biodigesters in West Louisville. The methane plant’s opponents cheered the decision — and many vowed to work so that such controversies aren’t stirred again in the future. In a party-line vote, Democratic Metro Councilman David Yates was elected Thursday to be the council president for the year. The council voted 17-9 to elect Yates over Republican Kelly Downard. Yates was backed by the council’s Democratic Caucus just before the vote. Yates will replace Democrat David Tandy, who has served as council president since Councilman Jim King died in office last year. Earlier this week, Tandy  announced he would not seek re-election to his District 4 seat and would forgo a bid to remain Metro Council president.
