Sen. Rand Paul files bill to suspend issuing visas to certain countries

U.S. Sen. Rand Paul, R-Kentucky, announced Monday that he is filing legislation to suspend issuing visas for citizens of countries with a high risk of terrorism. FRANKFORT – State Lawmakers are exploring all options as the commonwealth’s portion of healthcare costs increase over the next several years. Lisa Lee, Medicaid commissioner for the Cabinet for Health and Family Services told members of the Interim Joint Committee on Appropriations and Revenue BR Sub on Human Resources on Monday that the state’s share of costs from Medicare Part B will be $4,836,653 in FY16, $10,680,716 in FY17, and $10, 668,076 in FY18. Medal of Honor recipient Sgt. Dakota Meyer will serve as grand marshal of Gov.-elect Matt Bevin’s Inaugural Parade, Bevin’s team announced on Friday. Meyer is one of only three living recipients of the Medal of Honor, the military’s highest decoration. In the final weeks of Gov. Steve Beshear’s administration, state regulators and legislators haven’t closed the door on the possibility that Kentucky will create its own plan to comply with upcoming federal carbon dioxide regulations. Len Peters, secretary of the Energy and Environment Cabinet, spoke Tuesday before a special legislative task force made up of lawmakers and industry representatives. A clear majority of union workers at Ford’s two Louisville production plants have rejected a proposed new contract with the Detroit automaker, according to various media reports this morning. More than 9,000 members of the United Auto Workers are employed at the Louisville Assembly Plant and the Kentucky Truck Plant. They voted yesterday on the proposed four-year labor deal, which was negotiated by the national UAW and Ford officials. It included an $8,500 signing bonus for union workers and $1.3 billion in new Ford investments in the two local facilities. Craft breweries want to increase production cap as demand increases

FRANKFORT – Kentucky’s small craft breweries, which have seen a 600 percent growth rate in the number of breweries in the past five years, want state lawmakers to make changes to double the current production cap. Currently production for craft brewers is capped at 25,000 barrels, and producers would like to see that increased to 50,000 barrels. In 2004, Kentucky had only five craft breweries which produced 14,849 barrels of beer. By 2009, the number had risen to 33, with three pending... Read more

FRANKFORT — The outgoing secretary of the Justice and Public Safety Cabinet offered his support for higher incentive pay for law enforcement officers Thursday as lawmakers approved a study of police and firefighter program funds. The Program Review and Investigations Committee heard the results of a study on the Kentucky Law Enforcement Foundation Program Fund and Kentucky Firefighter Foundation Program Fund, which pay police and firefighters annual training incentive pay of $3,100 annually per officer. National Guard tuition assistance program running out of cash

LOUISVILLE – The Kentucky Air National Guard tuition assistance program, which offers 100 percent tuition assistance to any Kentucky state-sponsored school, for any National Guard member, is running out of money. Nearly $5 million is allotted annually from the state’s general fund to pay for the program which is used to recruit candidates into the guard. Early next month, Toyota’s Georgetown plant will begin harnessing gas from a nearby landfill to provide some of the facility’s electricity. The project is based at the Central Kentucky Landfill, which is about seven miles from the Toyota plant. Methane — a potent greenhouse gas — is created in landfills when organic material decomposes. For the past 13 years, the Central Kentucky Landfill has released some of that gas into the atmosphere and flared off the rest. Sometime next year, a new bourbon distillery will open at the site of the former Old Taylor Distillery near Frankfort. Leading the project is master distiller Marianne Barnes, the first woman to hold the title in modern times. Louisville Metro Council members are questioning whether local anti-discrimination laws should apply to property lessors using services such as Airbnb. The council’s public safety committee is hashing out details of an ordinance that would regulate short-term rentals, such as those featured on the popular site. WILLIAMSTOWN – A tradition continued in Williamstown on Wednesday as Grant County honored one of their own on Veterans Day in a ceremony at Williamstown High School. Holton Smith, 94, was honored as the 2015 Williamstown Veteran of the Year. Smith enlisted in the Air Force in 1941 and flew 52 reconnaissance missions; flying a P-38 aircraft while photographing identified locations for the government. If each U.S. state were its own country, Kentucky would have the seventh-highest incarceration rate in the world, according to a recent analysis by the Prison Policy Initiative. The report found that the U.S. incarcerates “716 people for every 100,000 residents, more than any other country.” Kentucky was above the national average, with a rate of 948 people per 100,000 residents. FRANKFORT — The Kentucky Commission on Military Affairs will be studying the growing use of drones in Kentucky, according to an agreement approved by the Government Contract Review Committee on Tuesday. The $93,937 agreement paid through federal funds for Maryland-based consultant Anthony Pucciarella, a retired U.S. Navy commander and director of operations for the University of Maryland’s Unmanned Aircraft System Test Site, was approved by a 6-1 vote, with Republican Sen. FRANKFORT – One of the keys to stop the problem of bullying in Kentucky is to recognize that it is a community-wide health issue, rather than a school-specific one. That was one of the recommendations from the Kentucky Youth Bullying Prevention Task Force which was established in October, 2014 to come up with bullying prevention strategies that, if implemented, would lead to safer schools and communities. Gov.-elect Matt Bevin has named Louisville attorney M. Stephen Pitt, who successfully represented former Gov. Ernie Fletcher against allegations of personnel hiring improprieties in 2006, as his general counsel. Pitt, with the firm Wyatt, Tarrant and Combs since 1977, is Bevin’s first hire to the upcoming administration. Kentucky’s latest quarterly coal report shows new recent lows in the state’s coal employment and production. During the third quarter of 2015, Kentucky’s mines employed only 9,356 workers — a more than 50 percent decline from this quarter in 2011. Coal production is also at the lowest point since the 1960s. The bulk of the job and production losses have been in Eastern Kentucky. And part of the reason for that is money.
