We are still awaiting the official notice of the calendar adjustment for KY's 2014 legislative session, but last Thursday was the fortieth legislative day and Friday was the forty first. Thanks to a snow day last Monday it was a short but busy week. The deadline for introducing new bills in both Chambers was last week so we now have a total of 584 House bills and 240 Senate Bills for the 2014 Session and a better idea what the issues will be for this session. Four bills have been signed into law thus far with another two enrolled and delivered to the Governor. Tw0 additional bills have passed both Chambers and are awaiting there final fate in one Chamber or the other and another 62 Senate bills are awaiting action in the House and 101 House bills are awaiting action in the Senate.
Several bills of interest passed from one Chamber to the other this past week among them were bills dealing with electronic cigarettes, concealed deadly weapons and end of life medical orders. SB 109, sponsored by Senator Hornback, would prohibit the sale of electronic cigarettes to minors. The Senate approved SB109 on a 36-2 vote. SB 106, sponsored by Senator Carpenter, would allow domestic violence victims who have been granted emergency protective orders to receive provisional concealed deadly weapon permits in one business day. Petitioners would undergo the same application process as others but would have 45 days to complete the training required for a full-concealed carry license. The bill passed the Senate 35-0 and awaits action in the House.
The House budget committee plans to take up the $20.3 billion two-year spending plan proposed by the governor and make its own changes to the state budget before sending it to the full House for consideration this week.

FRANKFORT – The state Senate gave final approval Friday to a bill that would require more training for Kentucky doctors to recognize and prevent abusive head trauma in children. House Bill 157 now goes to Gov. Steve Beshear for his consideration. No legislator voted against it in either the Senate or House.
