Day Thirty Eight & Thirty Nine of KY's 2014 Session In Review

The House passed a total of seventeen bills on Tuesday and Wednesday of this week while the Senate passed nine.
The Senate approved two bills affecting the application process for licenses to carry concealed deadly weapons in the state on Wednesday. Senate Bill 106, sponsored by Sen. Jared Carpenter, would utilize the electronic application process to allow anyone who has been granted an emergency protective or domestic violence order to receive a provisional concealed carry permit in one business day. Under the bill, these petitioners would undergo the same background checks and application requirements as other applicants but would have up to 45 days to complete the necessary training for a full-concealed carry license. Senate Bill 100, sponsored by Sen. Sara Beth Gregory, would create an electronic application for the concealed carry license.  It would require the applications to be processed within 14 days.  Currently, paper applications must be processed within 60 days.
The Kentucky Commission on Human Rights along with the other members of the Allied Organizations for Civil Rights held the 50th Anniversary Civil Rights March on Frankfort on Wednesday, brining a large crowd to Capital. The sun was shining bright for the visitors outside and inside the halls were busy trying to recapture the time lost due to snow earlier in the week.

By Jack Brammer jbrammer@herald-leader.com FRANKFORT – House Speaker Greg Stumbo filed a constitutional amendment Tuesday to allow expanded gambling in Kentucky. It is the third bill filed in this year’s legislative session to ask voters whether they want casino gambling in Kentucky. Stumbo’s House Bill 584 simply says the General Assembly should not be precluded from authorizing other forms of gambling by general law. It does not specify how many casinos may be built or where proceeds from them should go. Stumbo, D-Prestonsburg, said he notified Gov. Steve Beshear about his bill but did not talk to track officials about it. House Speaker Pro Tem Larry Clark, [...]

By Sam Youngman syoungman@herald-leader.com A national Tea Party fundraising group aligned with Louisville businessman Matt Bevin plans to launch a radio ad Tuesday that blames Senate Minority Leader Mitch McConnell for a court ruling requiring Kentucky to recognize same-sex marriages performed in other states. U.S. District Judge John Heyburn II, who issued a final version of his ruling last week, was appointed by President George H.W. Bush on the recommendation of McConnell. Heyburn served as general counsel for McConnell when he was Jefferson County judge-executive in the early 1980s. "Republican voters strongly disagree with Judge Heyburn, and Sen. McConnell should admit that recommending him [...]
