Gov. Beshear line-item vetoes revenue bill in anticipation of higher tobacco settlement shortfall

Anticipating a potentially higher than expected shortfall in master tobacco settlement funds, Gov. Steve Beshear has line-item vetoed part of a revenue bill passed this session. Beshear, in a news release Monday, said provisions in House Bill 510 appropriating money to K-12 education, municipal road maintenance and the Budget Reserve Trust Fund remain intact after the veto, but the projected $26.6 million shortfall in MSA revenue this year may reach $37.8 million once states receive their payments later this month. Hoover again seeks interim study of Ky. Teachers' Retirement System

UPDATED: House Minority Floor Leader Jeff Hoover, R-Jamestown, is joining the chorus of voices calling on lawmakers to study the Kentucky Teachers’ Retirement System over the legislative interim. In a letter sent Monday, Hoover asked Gov. Steve Beshear to create a bipartisan task force of House and Senate members and individuals from the private sector with experience in pension reforms to study KTRS. Louisville mayor Greg Fischer is seeking federal aid for damage caused by last week’s heavy rains and flooding. Fischer has signed an order declaring a local state of emergency, according a news release from his office. Indiana lawmakers say a bill that would have given adoptees equal access to their birth records has stalled in the House and no further action will be taken this session. The bill’s co-author, Republican Sen. Brent Steele, says the House Judiciary Committee has too many bills that still need to be considered this session and the measure has been bumped. The bill would have made accessing birth records easier for those born between 1941 and 1994 since records during that era currently are sealed.
