FRANKFORT — About an hour after telling reporters that he expected talks to continue for several hours late Sunday, Senate President Robert Stivers and other members of the budget conference committee abruptly left the negotiating table. Stivers, R-Manchester, did not answer questions as he exited the Capitol Annex meeting around 11:30 p.m. Sunday. Gov. Matt Bevin has vetoed all or part of two budget bills that drew complaints from Senate Republicans, who said they could not amend the bills because the House delayed in sending the biennial budget across the Capitol. Democratic leaders in the House of Representatives have proposed 2 percent cuts for postsecondary institutions during the biennium as lawmakers continue to haggle over a two-year budget. An out-of-state environmental political action committee is throwing support to an underdog candidate in the crowded Democratic U.S. Senate primary. Climate Hawks Vote PAC, a group registered in Agoura Hills, Calif., according to Federal Election Commission records, announced their backing of Sellus Wilder on Friday. Despite the fact that federal carbon reduction rules have been put on hold, a Kentucky group is moving ahead with discussions about how the state should reduce its emissions. The Clean Power Plan was stayed by the Supreme Court earlier this year, while multiple states — including Kentucky — challenge the rule in court. The regulation sets out carbon dioxide reduction goals for each state, and gives states the option of crafting their own plans to meet those goals. After hours of negotiations on Sunday, state lawmakers once again failed to agree on a budget, halting their meeting abruptly at about 11:30 p.m. The failure raises doubts about whether the House and Senate can agree on a budget by the end of this year’s General Assembly on Tuesday.
