FRANKFORT — A bill which could help children with cancer is personal for sponsor Sen. Max Wise, R-Campbellsville, whose son was diagnosed with the disease at six-months old. Senate Bill 82 , sponsored by Sen. Wise, would allow state residents to donate their income tax returns directly to the pediatric cancer research trust fund via a check box on the front of the tax return. FRANKFORT – A Constitutional amendment to bump back the election of the governor and other statewide officers to even numbered years starting in 2024 passed out of a Senate committee with a 7 -2 vote Wednesday. Currently constitutional elections fall in the year before the presidential elections. Making that change, though, would require an amendment to Kentucky’s constitution. UPDATED FRANKFORT — The House Judiciary Committee unanimously passed an amended version of the chamber’s anti-heroin legislation on Wednesday, changing the bill’s Good Samaritan provision to guarantee users will not be charged with possession of drugs or paraphernalia if they report overdoses. Sunday is the deadline to enroll in Kentucky’s health insurance exchange for 2015. Last year, 521,000 people enrolled in either Medicaid or a qualified health insurance plan through the state’s exchange, Kynect. After Sunday, people won’t be able to sign up for insurance through the exchange without a qualifying event, said Kynect executive director Carrie Banahan. Qualifying events include losing employer-sponsored coverage, divorcing a spouse whose policy provided coverage, moving to a new state, changes in income and a change in family size. As an anti-smoking rally descended on the Capitol rotunda on Wednesday, a bill that would ban smoking in public places across Kentucky is still waiting to be heard on the state House floor.
