Lawmakers on panel see need in freezing the gas tax, even if it's uncomfortable
02/08/2015 06:41 PM
As the price at the pump drops motorists may be celebrating, but many in local and state governments will be watching road project revenue evaporate. The state Transportation Cabinet estimated a drop of nearly $130 million dollars as tax on gasoline dropped more than four cents a gallon at the start of 2015. As the revenue declines lawmakers are again talking about “freezing” the gas tax, something that was proposed in the governor’s and House Democratic budgets during the 2014... Read more

Minority party blues: Senate Democrats and House Republicans air grievances after first week back
02/07/2015 10:49 AM
FRANKFORT — Complaints of mistreatment by Senate Democrats and House Republicans on Friday drew one of this session’s quickest bipartisan responses: tough. Majority parties in both chambers handled partisan scuffles as the eighth day of the 30-day session ended. Senate Democrats drafted their frustrations with the swift pace of legislation through the chamber during the first week of the session in January in a letter to Senate President Robert Stivers on Tuesday, then vented them in challenges to floor votes on... 02/06/2015 04:09 PM
A new poll released this week by the Bluegrass Institute for Public Policy Solutions ranked the issues Kentuckians care most and least about, and the survey found the economy is still the top issue and legislation regulating beer distribution is the least important issue for lawmakers to tackle. Of the possible 11 issues, which included the minimum wage, taxes and the environment, 54 percent of voters polled ranked “jobs and the economy” as the most important issue for the legislature... 02/06/2015 02:08 PM
FRANKFORT — The Kentucky Senate approved a bill creating pilot charter school programs on a largely partisan vote Friday, but House Democrats are already working on an alternative method to bridge the student achievement gap this session. Senate Bill 8, sponsored by GOP Sen. Mike Wilson of Bowling Green, passed 23-12, with Sen. C.B. Embry, R-Morgantown, breaking rank and voting against the legislation. The bill, which cleared the Senate Education Committee Thursday, would allow Fayette and Jefferson counties to establish... Read more

The tone in the Kentucky state Capitol has taken a decidedly partisan turn. In the past week, the state Senate began to quickly pass high-priority bills, the House passed nothing, and leadership in both chambers grappled over how and when to hire a new director of the troubled Legislative Research Commission. House Committee Appointments On Friday, House Minority Leader Jeff Hoover, a Republican from Jamestown, criticized Democratic House Speaker Greg Stumbo for appointing GOP freshman House members to only one committee assignment. Typically lawmakers serve on at least two committees. “There is no desire to work across the aisle and there’s no desire to [...]

The main federal education law may finally get its long-overdue makeover in Congress this year, and we’re going to be hearing and reading a lot about it. Formally, it’s the reauthorization of the Elementary and Secondary Education Act, or ESEA. The last time it got a major overhaul was in 2001, with President Bush’s No Child Left Behind Act. But nothing much has been done with the law since 2007. If Congress does finally get to it this year, What can we expect? For some pregame analysis, we asked a few key players in the process what they’d like to see emerge from [...]
