FRANKFORT — When lawmakers adjourned negotiations on a proposal to pump $3.3 billion in bonds into the Kentucky Teachers’ Retirement System on Friday evening they said progress was made on the negotiations, but no agreement had yet been reached. The House and Senate start off far apart in their approach to the Kentucky Teachers’ Retirement System, which faces nearly $14 billion in unfunded liabilities. McConnell taking fight with EPA to states across the nation

U.S. Sen. Mitch McConnell is urging governors across the states to defy the Environmental Protection Agency in their request for carbon reduction plans. In a letter sent to all 50 Governors McConnell called on the group to reject the EPA’s proposed regulation aimed at reducing carbon emissions by 30 percent by the year 2030, based on 2005 emissions numbers. A year ago on yesterday, Louisville unwittingly stumbled into weeks of soul-searching on the issues of violence prevention and youth outreach. The catalyst was a string of violence on the evening of March 22, 2014 in downtown Louisville. On that Saturday night, a large group of young people–police estimate about 200–caused several acts of vandalism and violence, starting at Waterfront Park, according to police. A group of Kentucky students has planned to rally on the steps of the state capitol Monday to encourage lawmakers to pass a bill they helped craft–and which has become a victim of the political process. The students want to change the law to allow students to serve on the committees that screen superintendent candidates before school boards make their appointments. Two micro-breweries found themselves on opposing sides during the discussion and passage of House Bill 168, known as the “beer bill” which sets up the three-tier approach for companies producing, distributing and selling alcoholic beverages. Because melting snow and heavy rain have caused flooding around the Louisville waterfront, city officials are urging fans heading to the KFC Yum Center for NCAA Tournament games this week to arrive early. “There are still a number of parking spaces that are flooded. More Kentuckians are insured, protected from second-hand smoke and making healthier lifestyle choices, according to a recently released preliminary report on Gov. Steve Beshear’s kyhealthnow initiative. The initiative was created to achieve by 2019 seven major health goals on issues ranging from insurance rates to obesity. The  Kentucky Cabinet for Health and Family Services  set the goal of reducing the state’s uninsured rate to 5 percent or less. With the implementation of Kynect and the expansion of Medicaid, Kentucky’s uninsured rate is currently 9.8 percent. The Louisville Metro Council Public Safety Committee unanimously signed off on a resolution Wednesday asking city officials to stop issuing citations until they come up with rules for AirBnB users. Some Louisville residents who were renting their homes over AirBnB recently received letters from city officials warning them of possible fines. If the Kentucky General Assembly does nothing about Kentucky’s dwindling road fund, the state will have to make tough choices about which highway projects to fund, according to the state agency that administers highway construction projects. The fund has been shrinking as receipts from the state gas tax—which is pegged to the average wholesale gas prices in the state—have dropped off as a result of low gas prices.
