Set to meet anew Thursday, lawmakers on a conference committee to address the state’s heroin epidemic will tussle over a familiar stumbling block as they work toward a compromise next week. The committee on Senate Bill 192 is scheduled to meet 10 a.m. Thursday to begin formal discussions on a final anti-heroin product, and differences between the House’s and Senate’s enforcement provisions will take center stage, according to interviews on Wednesday with the chairmen of the chambers’ judiciary committees. Chatter: Paul eyeing April 7 for presidential bid; mine inspector names Keith Hall in plea deal

U.S. Sen. Rand Paul is eyeing April 7 as the day he will pull the trigger and officially toss his name into the ring for the White House. Multiple national and local news outlets citing confidential sources are reporting that Paul will announce his presidential bid at the Galt House in downtown Louisville. Because melting snow and heavy rain have caused flooding around the Louisville waterfront, city officials are urging fans heading to the KFC Yum Center for NCAA Tournament games this week to arrive early. “There are still a number of parking spaces that are flooded. A number of roadways that are blocked or closed and construction as well,” said Sandra Moran, Yum Center marketing director. The parking garages underneath the arena and at the Galt House are open for business, she said. More Kentuckians are insured, protected from second-hand smoke and making healthier lifestyle choices, according to a recently released preliminary report on Gov. Steve Beshear’s kyhealthnow initiative. The initiative was created to achieve by 2019 seven major health goals on issues ranging from insurance rates to obesity. The  Kentucky Cabinet for Health and Family Services  set the goal of reducing the state’s uninsured rate to 5 percent or less. With the implementation of Kynect and the expansion of Medicaid, Kentucky’s uninsured rate is currently 9.8 percent. The Louisville Metro Council Public Safety Committee unanimously signed off on a resolution Wednesday asking city officials to stop issuing citations until they come up with rules for AirBnB users. Some Louisville residents who were renting their homes over AirBnB recently received letters from city officials warning them of possible fines. But because the city has no explicit laws or regulations on the books for short term rentals done year round through the Internet—as AirBnB does—council members want to stop the citations until there are rules in place.
