Heiner releases 12-point plan that reiterates previously stated positions

Republican gubernatorial candidate Hal Heiner rolled out his ticket’s 12-point plan if elected on Wednesday, many of which have already been aired in public forums and 30-second television spots this election cycle. The plan, titled “Kentucky First,” lists job creation as Heiner’s top priority, a point the candidate has repeated time and again in interviews, debates and television ads. “Kentucky First” specifically mentions passing right-to-work legislation and eludes to charter schools in that section but offers scant details on his proposal... Read more 

Beshear declares new statewide emergency

Kentucky is under its second state of emergency in less than a month after some parts of the state reported nearly 3 feet of snow Thursday. Gov. Steve Beshear issued the declaration as crews continued clearing roadways throughout the state. FRANKFORT — After calling off legislative business in the wake of double-digit snowfall on Thursday, state House and Senate leaders have decided against meeting for the remainder of the week. The Legislative Research Commission announced the cancellation in a news release, citing power outages, subzero temperatures and unsafe driving conditions. Snowfall in Frankfort topped 14 inches in some areas, according to weather reports. LRC staff and lawmakers who can travel may report back to work Friday, the release states. Senate could vote on bill doubling campaign donor cap by Friday, Thayer says

FRANKFORT — State lawmakers may double the cap on individual campaign contributions after a Senate committee amended and approved legislation on the topic Wednesday. The Senate State and Local Government Committee sent House Bill 203 to the chamber floor with only one panelist, Democratic Sen. Dorsey Ridley of Henderson, voting “pass.” HB 203, sponsored by Rep. Tanya Pullin, D-South Shore, originally established a new $3,000 threshold for candidates to file campaign finance reports, but an amended version of the bill presented... Read more

FRANKFORT — A bill separating brewers, distributors and retailers in the so-called three-tiered model already in place for wineries and distilleries appears primed for a legal challenge after the state Senate approved the measure on a 23-13 vote Wednesday. Beshear appoints David Allen Barber to Ky. Supreme Court

Gov. Steve Beshear has appointed David Allen Barber as a justice of the Supreme Court of Kentucky to replace former Justice Will T. Scott of Pikeville, who left the bench to run for governor. Barber, of Prestonsburg, is a policy and legal adviser in House Speaker Greg Stumbo’s legislative office and a partner in the law firm of Richardson, Barber & Williamson in Owingsville. Barber served as a Kentucky Court of Appeals judge from 2000 to 2007.... Read more 
Senate Majority Leader Mitch McConnell is urging states to delay creating their own plans to comply with the Environmental Protection Agency’s proposed greenhouse gas regulations, in hopes legal action will force the EPA to jettison the rules. In an opinion piece published earlier this week by the Lexington Herald-Leader, McConnell laid out his objections to the regulations, which are meant to reduce the U.S.’s carbon dioxide emissions. Carbon emissions from sources like fossil fuels are contributing to climate change worldwide.
