A work group tasked with coming up with solutions for Louisville homeowners affected by spring flooding is considering a “quick-buy” program that would provide money to qualifying residents to help them raze their homes and relocate. But Greg Heitzman, executive director of Metropolitan Sewer District (the groups tasked with enforcing that rule) and chair of the work group, on Wednesday said there is not enough money to “deal with all the homes” affected by the flooding. The Obama administration announced new clean water rules today that it says will protect sources of drinking water for 117 million Americans, rules welcomed by environmental groups, but bitterly opposed by congressional Republicans and farm state democrats. HERALD-LEADER FRANKFORT BUREAU FRANKFORT -- Mediation in claims involving sexual harassment, retaliation and other misconduct against state lawmakers has been postponed until June 22. A closed mediation session was scheduled to begin Tuesday but was postponed for a few weeks while one of the attorneys involved recuperates from an accident. The mediation will address two cases. One involves sexual harassment claims by legislative staffers Yolanda Costner and Cassaundra Cooper against former state Rep. John Arnold, D-Sturgis. Arnold has denied any wrongdoing. Gov. Steve Beshear, as chair of the Kentucky Economic Development Partnership Board, said the board will conduct a national search to replace Hayes. No firm departure date has been set for Hayes, of Louisville, to step down. Timing will be based upon completion of a successful transition period so not to disrupt ongoing project activities and discussions, said a release from the Economic Development Cabinet. Opiate overdose reversal kits now available at three Kentucky hospitals

EDGEWOOD — Drug overdose victims at St. Elizabeth Hospitals in northern Kentucky, along with the University of Kentucky Medical Center, and the University of Louisville Hospital will be given opiate overdose kits when they are discharged from the hospital so they or a loved one can prevent another overdose and possibly save a life. The kits, which contain Naloxone, also known as Narcan, reverses the effects of a heroin overdose by physiologically blocking the effects of opiates. Charter Communications announces acquisition of Time Warner Cable

Charter Communications is announcing an acquisition of Time Warner Cable and Bright House Networks. The deal, valued at more than $55 billion to acquire Time Warner Cable comes as Charter also seeks to acquire a majority share in Bright House, a small cable provider, for $10 billion. Including Time Warner’s debt the deal is valued at nearly $79 billion. Following a one-year hiatus, a free Fourth of July festival is heading back to Waterfront Park this year. The Louisville Orchestra will headline this year’s event, along with cellist Ben Sollee and the hip-hop group 1200, according to a news release from the Waterfront Development Corp. An anonymous group of hackers has been in control of the Republican Party of Kentucky’s website since Sunday. RPK Chairman Steve Robertson told Pure Politics he has contacted the website’s designers and host, but because of the Memorial Day holiday staffers will not be able to begin addressing the problem until later Monday. Northern Kentucky proved a key area for Matt Bevin in his unofficial GOP gubernatorial victory. In Boone, Kenton and Campbell counties, Bevin got 10,326 votes, roughly 54 percent of all of the votes cast in northern Kentucky. James Comer received nearly 5,000 votes despite having state Sen. The Kentucky Division of Water has unveiled a massive Water Health Portal to share information about the health of the commonwealth’s waterways with the public. The recently launched portal was created after legislation passed the General Assembly in 2013, tasking the DOW with presenting the information included in the department’s biennial report to Congress in a more user-friendly format. Abbey Road on the River The founder and organizer of the Abbey Road on the River Beatles festival says next year’s event will be the last one in Louisville. Gary Jacob said in a statement on Monday that ongoing differences with the Galt House Hotel led to the decision, adding that: “the Galt House thinks that somehow Abbey Road on the River is theirs.” He offered little other detail. A new health ranking of senior citizen health in the U.S. puts Kentucky near the bottom of the list. America’s Health Rankings looked at the health and well-being of people age 65 and older. Kentucky seniors were ranked 48th in the country. The low ranking was attributed to a high prevalence of smoking, high premature death rates and a low percentage of dental visits. Louisiana was at the bottom of the list, with Mississippi just below Kentucky. In Kentucky, 11.8 percent of seniors smoke tobacco, 53 percent report visiting a dentist in the last year, and there are 2,357.2 deaths per 100,000 adults age 65 [...]

Kentucky’s unemployment rate has dropped once again–from 5.2 percent in March to 5 percent in April. That’s down from 7 percent in April of 2014. Manoj Shanker, an economist with the state Office of Employment and Training, said the lower unemployment rate should lead to acceleration in wage rates. “When the market tightens, the same jobs that are paying say $8 or $9 an hour–in order to get more workers they’re going to be paying a little higher. Louisville preservationists on Thursday released their annual list of endangered places in and around the city.
