U.S. District Judge David Bunning issued a preliminary injunction on Wednesday mandating Rowan County Clerk Kim Davis resume issuing marriage licenses despite her religious objections to same-sex marriage. Bunning, in his ruling, said Davis is failing to uphold the oath she took to defend the U.S. Constitution by declining to issue marriage licenses after the U.S. Supreme Court struck down bans on same-sex marriage. Former President Jimmy Carter says recent surgery has revealed cancer that has spread through his body. The 90-year-old Carter is the second-oldest living president. “Recent liver surgery revealed that I have cancer that now is in other parts of my body. I will be rearranging my schedule as necessary so I can undergo treatment by physicians at Emory Healthcare. FRANKFORT – A week after the state’s Historic Properties Advisory Commission overwhelmingly voted to retain the statue of Confederate President Jefferson Davis in the Capitol Rotunda, House Speaker Greg Stumbo announced he will sponsor a resolution to place the 15-foot marble rendering in a Frankfort museum. According to a survey conducted by the National League of Cities, nearly 60 percent of U.S. cities still have no laws on the books for short-term rentals. Kentucky legislative leaders have narrowed the field of candidates to be the next director of the Legislative Research Commission, which has been under interim leadership since Robert Sherman resigned in October 2013 amid a scandal. State budget director Jane Driskell said Monday the state’s General Fund receipts for July, the first month of fiscal year 2016, rose 4 percent compared to July 2014 receipts. Receipts in July for the General Fund, which pays for most state programs, were $738.8 million. The official revenue estimate for this fiscal year calls for revenue to rise 1.0 percent compared to last fiscal year’s actual receipts.
