Crumbling infrastructure a challenge for Kentucky's state parks

Kentucky’s State Parks are showing the signs of years of budget cuts which has led to deferred maintenance and aging infrastructure which has led to a loss of revenue at some parks and a reduction of operating days at many others. The parks have 400 less employees that in 2007, but those employees are still doing all of the work that was done eight years ago. ERLANGER – Judge-executives from Boone, Campbell, Kenton and Grant counties are somewhat split as to whether tolls should be part of the equation in building a new Brent Spence Bridge. The lack of minorities on the University of Louisville Board of Trustees violates state law mandating that Gov. Steve Beshear’s appointees to that panel reflect the state’s racial makeup, Attorney General Jack Conway’s office said in an opinion Tuesday. The Courier-Journal first reported the action. Republican Congressman Ed Whitfield, subject of a House ethics probe, announced on Tuesday that he will not run for a 12th term next year. The lights will go out Saturday at Churchill Downs, and thousands of handheld flashlights will illuminate the racetrack for the annual “Big Shot” photography project. Organizers from the Rochester Institute of Technology began the Big Shot in 1987 to show photography students how to solve complex problems with simple technology. Since then, a different landmark has been photographed each year in a long exposure, lit by flashlights (and now, cell phones) held by thousands of volunteers. Home repairs can be a frightful burden for Louisville residents who live in poverty or on fixed incomes. Earlier this week, WFPL News told the story of Mary Campbell, a retiree living on about $800 a month. Campbell’s home in recent years has fallen into an extreme state of disrepair — broken windows, downed gutters, a collapsed roof. One of Kentucky’s leading men of letters died Saturday at his home near Union Springs, Alabama. Wade Hall, 81, had been in declining health for several years. Hall made his name in Kentucky as a college English  professor and as a poet, essayist, critic, playwright and novelist. He entered Troy State Teachers College in Alabama at 16 and would go on to have a prolific career, publishing dozens of books, hundreds of scholarly articles, poems, book reviews and interviews with writers and artists. With House Speaker John Boehner stepping down some members of the GOP are calling on Senate Majority Leader Mitch McConnell to do the same. On Saturday Roger Villere, the chairman of the Louisiana GOP used a Facebook post to push for McConnell to hand in his resignation. The Republican Governors Association’s decision to stop airing ads for Kentucky gubernatorial candidate Matt Bevin may fuel perceptions that his campaign is struggling about a month before Election Day, a political observer says. The political action committee’s move on Monday came two days before the release of a much-anticipated Bluegrass Poll. The two major party candidates for lieutenant governor on Monday addressed the two-year controversy over sexual harassment in the Kentucky Statehouse. During a televised debate, Democratic candidate Sannie Overly criticized the culture in the state Capitol, and Republican candidate Janean Hampton questioned Overly’s leadership and transparency on the issue. Louisville officials want to hear from developers and housing stakeholders as they craft the details of a $12 million affordable housing initiative launched earlier this year. The Louisville CARES program looks to create 1,500 affordable housing units within two years, Mayor Greg Fischer said during the May announcement. Proposed bill would end shock probation for defendants charged in DUI manslaughter and reckless homicide cases

Julie Raque Adams, R-Louisville, is once again planning on filing a bill which would eliminate the possibility of shock probation in cases of manslaughter and reckless homicide, if the offender was driving while intoxicated. FRANKFORT — The Kentucky State Police Professional Association will seek a 5 percent raise for all KSP staff in the upcoming budget-writing session, the group’s president said Thursday. Increased internet bandwidth allows states schools to implement innovative technology to teach students

FRANKFORT – All of Kentucky’s public school districts have met the national goal of 100kb of internet bandwidth for each K-12 student, which has opened the door for districts to use more technology in the instruction of students. In 2014, the General Assembly appropriated $5.8 million to pay for the most recent improvements to school technology including getting to the 100kb level. LRC approves two-year, $135K contract for new director

FRANKFORT — The Legislative Research Commission unanimously approved a two-year contract for incoming LRC Director David Byerman on Wednesday, officially naming him the full-time replacement for former Director Bobby Sherman, who retired amid a sexual harassment scandal. Byerman, who did not attend the meeting, will assume the new role Oct. 1 at a $135,000 salary, plus a 5 percent increase after six months’ employment and a one-time $20,000 moving stipend. Hundreds of thousands of people who enrolled in health insurance coverage through the federal marketplace established by the Affordable Care Act lost coverage this year because of problems with their immigration and citizenship status. But for immigrants who have settled in Kentucky, there has been no similar enrollment problem or wave of cancellations, state officials say.
