Day Thirty Five of KY's 2014 Session In Review

The House passed four bills on the consent calendar on Wednesday, all with a vote of 99 – 0. The bills were: Rep. Yonts HB 264 Public Advocacy bill; Rep. Adkins HB 363 Reorganization bill; Rep. Palumbo’s HB 318 Military Affairs bill; and Rep. Westrom’s HB354 Payment of Claims Bill.  The Senate passed two on Wednesday, both sponsored by Senator Carpenter: SB 91, a Public Utilities Bill and SB 129 a reorganization bill.  The week is coming to an end with only a few bills passing out of either Chamber. The conversation in the halls is turning more and more to what the budget will look like when the House finishes its mark up and what the final fate of the budget will actually be. There’s a lot of activity but very little movement on any big issues.

HERALD-LEADER FRANKFORT BUREAU FRANKFORT -- Friday is the last day for filing new bills in the Republican-controlled state Senate and no bill has yet come forward to allow U.S. Sen. Rand Paul to run for the U.S. Senate and the presidency in 2016, Senate President Robert Stivers said Wednesday. Stivers, R-Manchester, said he did not know if such a bill will materialize. "There's been quite a bit of discusssion on it," he said. Stivers said some states allow federal officeholders like Paul to run for their federal seat while being on the ballot for president or vice president. Paul, R-Bowling Green, has indicated that he [...]

WASHINGTON – About four in 10 Republicans think Kentucky Sen. Rand Paul should seek the GOP nomination for president, according to a New York Times/CBS News Poll. That’s about the same level of support that exists for Florida Gov. Jeb Bush on the GOP side, and for Vice President Joe Biden on the Democratic side, the survey found. But the top of the field still belongs to former Secretary of State Hillary Clinton: eight in 10 Democrats said they hoped she would run for president in 2016, according to the poll. “The election, of course, is far off,” writes The Times’ Dalia Sussman. [...]

By Jack Brammer jbrammer@herald-leader.com FRANKFORT – The state Senate voted along party lines Tuesday to approve a bill that would give oversight of the Cabinet for Health and Family Services to a new nine-member board. Senate Bill 82, sponsored by Sen. Julie Denton, R-Louisville, would allow the board to conduct a search and present to the governor three names from which to choose the secretary of the cabinet. The current secretary, Audrey Haynes, who was appointed by Gov. Steve Beshear, would not be affected by the new process, Denton said. The senator said a similar set-up is in place for the Economic Development Cabinet and [...]

WASHINGTON – First, it was Sen. Rand Paul, R-Ky., going after former President Bill Clinton for his past sexual scandal. Now, the campaign of Senate Minority Leader Mitch McConnell, R-Ky., is doing the same. Jesse Benton, the senator’s campaign manager, sent out a note to supporters Tuesday – just after Clinton spoke at a Louisville fundraiser for Kentucky Secretary of State Alison Lundergan Grimes, who is the Democrat running against McConnell. Benton said he could not forget about “the real Clinton record,” and he criticized Grimes for asking the former president to Kentucky because “we all are very well acquainted with the hypocrisy [...]
