Day Thirty Four of KY's 2014 Session In Review

The Senate passed three Senate bills on Tuesday, SB 82SB 105 and SB 116SB 82 is Senator Denton’s bill that will create a board to hire the Secretary of the Cabinet of Health & Family Services. The vote for the bill fell along party lines (23 -15) with all of the Republicans and one independent voting in favor. SB 105 is a bill introduced by Senator Buford that deletes a provision requiring newspaper carriers to be considered employees of independent news agencies for the purpose of workers comp. SB 105 passed on a 30 – 8 vote.  SB 116, introduced by Senator McDaniel is a bill that deals with intellectual property. It passed the Senate 31 - 7.  The House passed HB 277, Rep. Jimmie Lee’s adult abuse bill on a vote of 87 -11 with two flood amendments.
The halls of the annex were full Tuesday with visitors in yellow t-shirts touting union membership, boy scouts from across the Commonwealth and young republicans. Speaker Stumbo, Majority Floor Leader Rocky Adkins and John Will Stacy enjoyed a very visible lunch together in the cafeteria while some were off enjoying lunch with former President Clinton in Louisville. The House continues to work on the budget and Frankfort schools will be on a two-hour delay due to snow this morning. There’s a full agenda today with only four committee meetings being cancelled. It should be a very busy day in the Capital Annex.

Steve Beshear’s budget proposal to use agency bonds to upgrade facilities on the 16 campuses of the Kentucky Community and Technical College System. Beshear’s budget calls for issuing $145.5 million in agency bonds to KCTCS to provide infrastructure at each of its campuses. The bonds will be supported by KCTCS revenue and student fees. Senate Bill 82, sponsored by Sen. Julie Denton, R-Louisville, would allow the board to conduct a search and present to the governor three names from which to choose the secretary of the cabinet.
