Gov. Steve Beshear announced Wednesday he had again re-balanced the state’s budget using millions in state agency funds, unspent General Funds and cash from the Budget Reserve Trust Fund to plug a nearly $91 million budget shortfall. Two super PACs are raising big money for Kentucky’s U.S. Senate candidates, but most of that money is not coming from inside the state. Kentuckians for Strong Leadership, a group supporting Kentucky U.S. Senator Mitch McConnell, raised $423,735 in the second fundraising quarter, but none of that money came from Kentucky donors. Independent U.S. Senate hopeful Ed Marksberry of Owensboro announced Thursday that he is ending his goal of collecting the requisite 5,000 signatures needed have his name appear on the November ballot — thus ending his chance of running in the U.S. Senate race. Marksberry, an Owensboro contractor, said in a statement that he had collected only half of the 5,000 signatures needed to run as an independent.
